Do I Need a Permit to Build a Dock in Central Florida?

Building anything in or over water is not like building in your back yard. The short answer is that a new dock, boathouse, seawall or lift almost always needs a permit, and depending on the water body it can involve more than one authority at once.

Typically there are three layers. The county or city handles the building side — structure, setbacks, sometimes a shoreline ordinance of its own. The water management district looks at the effect on the water body and the wetland fringe. And on some waters, particularly those connected to navigable systems, the US Army Corps of Engineers has an interest too. Each has its own drawings, its own criteria and its own timeline, and they do not coordinate with each other on your behalf.

That is the real reason permitting is worth having handled rather than doing yourself. It is not that the forms are hard; it is that they are sequential and inconsistent, a rejection on a technicality can cost weeks, and one authority's requirement can contradict another's. Someone who submits marine applications regularly knows what each reviewer wants to see and submits it that way the first time.

It is also why 3D design comes before permitting rather than after. A permit application is a set of commitments about size, location and materials. Deciding those on a drawing you have actually looked at — and can still change — is a great deal cheaper than discovering mid-build that the structure you wanted is not the structure that got approved.

Repairs sit on a spectrum. Like-for-like replacement of decking on a sound structure is usually a different matter from replacing piles, changing footprint, or rebuilding a seawall, and where exactly the line falls depends on the authority. It is worth asking before starting rather than after a neighbour asks.
